The Ruth Young Social Impact Institute at the University of Maryland School of Social Work partners with public agencies, practitioners, and communities to strengthen the systems that support children and families.  

Since 2005, the Social Impact Institute has advancedresearch, implementation, training, and policy development to promoteequitable, evidence-informed, and community-responsive systemsacross Maryland and nationally.  

How We Work

Research & Evaluation

We conduct rigorous research and evaluation that integrates qualitative and quantitative methods, implementation science, and communityengaged approaches. Our work advances continuous learning, accountability, and systems improvement across child and familyserving sectors. 

Training & Workforce Development

We build professional capacity across child‑and family‑serving systems through training, coaching, and applied learning that supports effective and equitable practice. As Maryland’s child welfare training partner and a leader in evidence‑based models such as Functional Family Therapy, Multisystemic Therapy, and the Pyramid Model, we help turn knowledge into practice and strengthen long‑term system capacity. 

Community Partnerships

We partner with communities across Maryland through a collaborative, data‑driven approach that combines national expertise with local knowledge. Working alongside state agencies, model purveyors, and community providers, we support sustainable implementation of evidence‑based approaches through aligned workforce development, technical assistance, and real‑time data to drive continuous quality improvement. 

Policy & Systems Change

We collaborate with partners to shape and implement policy and systems change initiatives that strengthen child‑ and family‑serving systems. By bringing together research, practice‑based insights, and cross‑sector partnerships, we advance solutions that are responsive, sustainable, and grounded in community priorities.

  • Advised DHS/SSA on Kinship, permanency, and motivational interviewing
  • Testified before Maryland Senate on juvenile justice
  • Supported Family First Prevention Services Act implementation
  • Supported DHS in developing Child and Family Service Review report and statewide assessments
  • Consulted with multiple state agencies including the Maryland Departments of Human Services, Education, Juvenile Services, and the Maryland Higher Education Commission 
Evaluation Impact
  • Reviewed 128 child welfare cases, conducted 697 interviews, and held 28 focus groups focused to improve child welfare accountability
  • Validated assessment and intake decision tools
  • Evaluated ABC Home Visiting Program and Pyramid Model implementation 
New Initiatives
  • Co-launched an infant/early childhood mental health endorsement program with 200 attendees
